He goes onto the dock, carrying a fishing pole and a covered pail, in which there is hidden a gun. A woman--Detta--is running down the beach. She asks a man if he has seen Ricardo; he hasn't. An official-looking car drives onto the dock. A man looks out the window. Another man, on the dock, runs to the car and tells the man in the car--President Fuentes--that the boat is on the horizon, but that General d'Alvarez is right behind them. They walk to the end of the dock. Ricardo, on the dock, calls the President a traitor and is about to shoot him, but Detta is standing in his line of fire. She turns and sees him, calls out "Ricardo, no!" He fires, there is more gunfire, and he falls from the dock into the water. In Washington, Nelson is unsure about Preident Fuentes' request to the United States for help; since he has been their enemy ever since he came to power it is surprising that he'd want to defect; the U.S. believes he may be a prisoner of General d'Alvarez, kept alive solely because he is the hero of the revolution. He is requesting a rendezvous with his ship, and the Seaview is to make it. It has to be a secret mission, meaning that the Seaview's status must be unofficial and that if they get in trouble they can expect no help from the United States. A Senor Galdos, representing the enemies of the current regime, is called into the office--it is Ricardo. He asks to accompany Nelson on this mission, to give Fuentes "the welcome he deserves." On the Seaview, Crane notifies Nelson when they are approaching the rendezvous point, but there is no sign of Fuentes' yacht. Ricardo tells Nelson he distrusts Fuentes, who apparently hated tyranny only as long as someone else was the tyrant; at one time they fought on the same side, but no longer. Finally, sonar picks up Fuentes' yacht. There is still no response to the Seaview's signal, so Nelson sends a boarding party onto the yacht, including Ricardo. There is no one aboard, but Crane finds a ring which Ricardo identifies as Fuentes'. Back on the Seaview they show the ring to Nelson, who doesn't think it could be a plant, as no one could be sure the ring would be identified. He assumes Fuentes has been taken off the yacht. Crane gathers a crew from the Seaview to take the yacht to the nearest port. On the yacht, Kowalski points out a strange patch of fog approaching the ship. Nelson radios the yacht that the Seaview's radar has picked up a ship coming toward them; Crane can't see it, and wonders if it could be hidden in the fog. As the fog reaches the yacht, the crew starts to cough and pass out, losing contact with the Seaview. In the capital city of Fuentes' country, General d'Alvarez is notified that the mission has been accomplished. The general tells a foreign colonel that the gas his country has provided works well. The Seaview crew is aboard their ship and will be brought to the palace. On the Seaview, Nelson says the yacht was intentionally left so that the government could capture the Seaview's crewmembers. Ricardo insists that Fuentes was only used as bait; Nelson notes that Ricardo is determined to distrust Fuentes. He has called Washington but there will of course be no support from the United States. Morton brings Nelson a coded message from the resistance, who will meet the Seaview at Banyan Cove. Ricardo knows the place, but says that it will be difficult not to be noticed landing there. In the palace prison, the Seaview's crew wakes up with terrible headaches. General d'Alvarez visits them; he claims they were not kidnapped but arrested while attempting to kidnap President Fuentes. Crane says no one will believe it; d'Alvarez says that they will when Crane admits it publically. When he says he won't do it, the General says that, in honor of the anniversary of the revolution, one prisoner an hour will be executed. The names of the prisoners will be drawn from a hat, including the names of the Seaview's crewmembers. The crew thinks he is bluffing--until they witness the first such execution in the courtyard outside the cell window. In the palace, the president lies in his bed. General d'Alvarez says he has lived out his usefulness; he tries to rise and is drugged. The general receives a message intercepted from the resistance, about the meeting with the Seaview at Banyan Cove; he orders the military to be ready for them there. The Seaview receives a second message from the resistance, specifying a different rendezvous--an hour earlier at the Bay of Red Cliffs--a much better place, according to Ricardo. Nelson says that they have a friend close to d'Alvarez. Nelson's party, including Ricardo, climbs to their meeting place, where they find Detta. She is startled--and pleased--to see Ricardo alive; he tells her he still intends to kill Fuentes, and she responds that he is wrong. She takes the party to a safe place, then tells Nelson that his men are prisoners, and that she knows a way into the palace but they will have to wait until tomorrow night. She asks if Nelson trusts her; he does. She then goes to talk to Ricardo, telling him again that he is wrong about Fuentes, but he still insists that the president is a traitor. General d'Alvarez learns about the missed meeting, but knows that Nelson will attempt to rescue his men, and to do that will have to come to the palace. He orders roadblocks set up to stop them--and, to be certain, also orders an attack on the Seaview. In the prison cell, Kowalski is talking to Crane; it's almost 7 a.m.,--if the guards were coming for them, they'd have been here by now. He wonders if it would be so bad if Crane admitted to what the general wanted--after all, who would believe it? Crane replies that it's the people on the fence that they want to influence. He assures Kowalski that the admiral is doing all he can; Kowalski knows this, but wonders what he can do against a whole country. They hear a shot as the next prisoner is executed. Kowalski says that time is running out. The Seaview receives a message that the mission has been accomplished sooner than anticipated and that they should go pick up the landing party. They realize it might be a trap, but can't chance not showing up. Nelson, Ricardo, and Detta approach a factory, the Institute for Advanced Scientific Knowledge, where they make the nerve gas that was used on the Seaview's crew; it was built by a foreign ally. Detta says that trucks carrying the gas have a top priority and will be allowed to pass roadblocks. That night they hijack a truck. At the palace, a crowd has gathered, waiting to see President Fuentes on the occasion of the anniversary of the revolution. He tries to refuse but the drugs have weakened him, and d'Alvarez takes him onto the balcony and forces him to wave to the crowd. At the prison, the general again comes to the crew's cell; he asks Crane again if he will talk, Of course he says no. He has come for Farrell, one of the Seaview's crew. The guards drag Farrell from the cell; as the general leaves, Crane attacks him and they fight until the general squirts a liquid from his ring into Crane's eyes, blinding him. Farrell is taken, kicking and screaming, calling for Crane. Still, Crane won't talk, and Farrell is killed. The general assures Crane that he will live to see all his men die. As the Seaview approaches the Bay, they receive a message that this is a trap--but it's too late, they are already under attack. They dive. Nelson's party prepares to go to the palace. Detta tells him that she has learned that Farrell is dead, and that the general is demanding a confession from Crane. Ricardo wants to leave immediately; Detta says it will be safer during the afternoon siesta. Nelson agrees with Detta. The Seaview is resting on the bottom of the bay, being hit with depth charges. On the surface, a large oil stain spreads. Nelson's party starts toward the palace; in the truck, they pass the roadblocks. The general learns of the stolen truck, realizes that the landing party may have been responsible, and issues an alert. The Seaview is making its repairs; the stain on the water was debris they'd fired to the surface. They wonder if they'll be able to finish in time to get to the rendezvous with Nelson's party. The general goes once again to the crew's cell. Now it is Patterson whose name has been chosen. He goes quietly. The truck enters the palace gates. Nelson, driving, signals Ricardo and Detta and the truck begins to emit clouds of gas. The guards start fo fall, including the firing squad. Nelson's party rescues Patterson and brings him to the truck. They enter the palace and release Crand and Kowalski from the prison. Detta asks Nelson where Ricardo is; Nelson says he went after Fuentes--she says he will kill him! A guard staggers to the general's office and passes out; they now know the landing party is in the palace. In the president's bedroom, he lies drugged. Ricardo removes his gas mask and puts a knife to Fuentes' throat. Fuentes mumbles "Come to kill me...just as well." Ricardo thinks he is drunk, but Fuentes tells him he is not drunk, but drugged; Ricardo realizes he's been wrong about Fuentes all along. Nelson and d'Alvarez fight, and the general uses his ring on the admiral, blinding him; just then, Crane enters and fights d'Alvarez, defeating him. Ricardo enters with Fuentes--alive--and they leave the palace. The general, on the floor, is about to shoot at them but is shot by his aide--the resistance's friend in the palace. He goes to call off the state of emergency but is shot by the oriental colonel, their foreign ally. As the party runs to the truck, the palace alarm goes off. When the truck won't start immediately, Crane repairs it--but this takes time. Ricardo and Detta stay to hold off the guard until the rest have made their escape. They run to a machine gun nest and fire on the guards, finally tying down the gun to fire on its own and making their own escape.
