Well, you came to the right party! And I could be wrong--I just might have some booze!--Lee Crane

Kowalski, in diving gear, climbs out of the sea onto the deck of the Seaview. He can't tell what's down there, but thinks it may be clearer once the net is up. Nelson hopes to learn what happened to the oceanographic vessel that blew up here, as well as the ship sent after it which did the same. The crew hauls in the net--a diver is caught in it, but his gear is not from the lost research vessel. The body is boobytrapped, and the crew gets it back into the water just before it explodes.

Submerged, the Seaview crew repairs the damage caused by the explosion; Nelson suggests letting whoever did this continue to think they destroyed the ship. The destruction of research vessels makes no sense. Nelson points out an island where both destroyed ships picked up supplies and hired extra divers; Crane volunteers to find out more about this island.

Crane, in diving gear, emerges from the sea, changes to civilian clothing, and gets a room at a local hotel. He checks in with the Seaview, and then conceals his radio, taping it underneath the bathroom sink. he goes to the docks, letting it be known that he is Lee Glen, a deep-sea diver looking for work. AFter he leaves, the man he was speaking to goes to the phone.

In the bar, Crane asks the proprietor, Nicolas, about the best places to fish; a mute man, Dimitri, overhears and gestures to him. Nicolas tells Crane about Dimitri, a deep-sea diver who was found on the shore with both air tanks empty, speaking of a city beneath the sea (at first he could still speak, but no more). Crane asks Dimitri to show him where he washed ashore, in hopes of finding this city.

Crane, in diving gear, enters the sea where Dimitri indicates. There is another diver down there, a woman. They meet, fight, and Crane overpowers her and brings her to the surface. He doesn't believe her when she says she was afraid he was out to hurt her, until they find Dimitri's body, face down in the water, and she runs to him--she is his daughter, Melina.

Crane radios the Seaview, tells them what has happened and that he believes Dimitri's story. Nelson tells him to keep after the Melina, and asks him for coordinates--although the Seaview, still damaged, cannot search the area, he will send out a mini-sub to do so. Nelson orders the men in the mini-sub to keep in constant contact as they search; we hear their transmission--they think they see something, and then the transmission is jammed. They report seeing a bright light, and then the signal is cut off.

After talking to Melina, who says she will continue to search for the city and for her father's murderers, Crane returns to his room to find a visitor. He is antagonistic until he learns that the man has a deep-sea diving job to offer--but they have to leave immediatrly to meet with the boss, a man called Zeraff. He needs a diver to replace one who became careless. When Crane expresses uncertainty because of the apparent danger involved, Zeraff offers him 25% of anything he finds, and a flat fee of $1000 if he finds nothing. He also insists that Crane stay the night, in order to get an early start the next morning. After Crane is shown to his room, Zeraff pulls out Crane's radio and turns it on. He hears the Seaview calling for Captain Crane--Zeraff knows who Crane really is. The next morning, Crane dives and is captured by armed divers, who bring him to the city, a grouping of lighted domes on the ocean's floor.

Meanwhile, the Seaview continues to try to radio Crane every 15 minutes, with no luck, of course.

Melina goes to Crane's hotel, but the proprietor says he is not there, and in fact was never registered there. She goes to his room anyway, and finds Nelson there, in civilian clothing. He introduces himself as Harriman Jones and says that Lee Glen owes him money. Melina brings him to the beach where her Dimitri's body was found. While Nelson is on the shore, a hand grabs Melina, and someone opens fire on Nelson. He survives and calls the Seaview to come get him.

Zeraff, in diving gear, enters the city, goes into the dome Crane was brought to, and is helped into a wheelchair. Once he is in dry clothing, he has Crane brought to him and lets him know that he knows who he is. When Crane asks if he is trying to take over the world, Zeraff says he is building a new world; by the time the surface world learns of his activities it will be too late and he will control all the planet's undersea riches. He destroyed the two research ships because they threatened to expose him; he has a machine that will interfere with a ship's workings. He tells Crane that he can use him, and offers him his own terms to turn over the Seaview; Crane, of course, turns him down. He is brought to a locked barracks, where he overpowers his guard, puts on diving gear, and is about to make his escape, when he sees Melina being brought aboard. He attempts to rescue her but there are too many guards, he is knocked out, and both are brought to the barracks. When he wakes, Melina tells him about her encounter with Harriman Jones.

Zeraff visits them in the barracks, warning Crane not to attempt any more escapes--if he does, he will drop Melina into a deep undersea trench. To ensure their good behavior, he puts each of them in handcuffs. While he is there, a supply ship arrives; because the Seaview is in the area, Zeraff expedites the unloading by putting all available men on the job. After he leaves, Crane reasons that while the supplies are unloaded there will be only one guard, and one man in the control room. He and Melina start stuffing pillows into the air vent--the air pressure in the dome keeps the water out, and if they change the pressure it will flood. Alarms go off, and the guard enters the room--Crane and Melina behave as if they are running out of air, and while the guard looks for the cause, they knock him out, take the handcuff keys, and make their escape.

The Seaview, meanwhile, has made its repairs. They approach the city on silent running.

Zeraff follows the escaping Crane and Melina, ordering his men in the city to destroy the Seaview. When he reaches them, he and Crane fight; Crane eventually wins, and Zeraff goes into the trench. The city fires on the Seaview, and the Seaview returns fire, destroying it. Crane and Melina board the Seaview, Nelson orders Crane to see that Melina gets home safely.
